Articles ROM 1.1-18
The Articulado specifies the procedures and methods that can be used to attain and verify the objectives of a
breakwater project according to the ROM 0.0-01, ROM 1.0-09 and other recommendations. It is structured in five
sections, as described in what follows.
- S1. Introduction, general framework and organization of the ROM 1.1-18. This section explains
the general context of the ROM 1.1-18 and its connection to the financial-economic analysis tools for
harbor infrastructures. It also describes the applicable legal framework, the objectives and their scope,
organized in consonance with the development levels of the construction project. It concludes with a
description of the organization, structure, and contents of the set of documents in the ROM 1.1-18 along
with a catalogue of the recommendations and standards on which it is based.
- S2. Basic premises of the project. Describes the foundations and general criteria for the
conception of a breakwater and elaborates on those presented in other documents of the ROM program,
particularly the ROM 0.0-01. It establishes the methodologies, procedures, and tools used to gauge the
spatial and temporal variability of the agents and response of the breakwater, the characterization and
description of its state and the spatial and temporal evolution of the damage, with special attention to
possible maintenance and repair strategies.
- S3. Design procedure. Addresses the application of the criteria in Section 2 to breakwater
design. It presents the main breakwater typologies and their characteristic elements as well as the
criteria and strategies for their structure and design. It also describes the most relevant failure and
stoppage modes in the different subsets of the breakwater.
- S4. Verification of the breakwater in a project phase. Explains the technical requirements
of the construction work, its implementation framework as well as the methods, tools and indicators
used to verify compliance, considering the spatial and temporal evolution of the damage as well as
maintenance and repair strategies. It also includes a description of the recommended verification
procedures, depending on the nature of the construction work and the development of the project.
- S5. Cost evaluation, optimization and risk level. Establishes the requirements of the
construction work in relation to the financial-economic needs of the harbor area. It provides the
methods, tools, and indicators that can be used to calculate the costs associated with the different
phases of the life cycle of the construction, to perform the technical-economic optimization with and
without restrictions, and to evaluate the risk level of the investment.
