Introduction

In 1987, a “Maritime Works Recommendations Program (ROM)” began to be developed, since then the General Directorate of Ports and Coasts of the MOPTMA directed by José Llorca, which since 1994 has continued its work in another new Entity - today Puertos del Estado currently attached to the Ministry of Public Works of the Government of Spain.


Objetives

The main objective of the Program is the definition of a homogeneous and complete conceptual framework or methodological framework that allows us to evaluate and guarantee the level of security and functionality required by each infrastructure, equipment, situation and port operation.

The ROM Program takes into account the results of the consolidated experience in Spain, the current "state of the art" and the latest technological advances available, trying to adapt, as far as possible, all the national and international general regulations existing in the field from civil engineering to the conditions of maritime engineering.


Contents

In a simplified way, the contents that articulate the general methodological scheme proposed in the ROM PROGRAM, applied to each structure and operational situation, are the following:

  • Definition of the general project criteria.
  • Recommendations for modeling the problem:
    • Criteria for the geometric definition of structures, terrain and physical environment.
    • Criteria for the assessment and control of the characteristics of the land.
    • Criteria for the assessment and control of the characteristics of the materials and the physical environment.
    • Criteria for the valuation of agents and actions.
  • Methodology for the verification of the structural reliability or probability of survival of the port infrastructure during all phases of the project and working conditions, under the environmental and operational conditions to which it is subjected, depending on the levels of safety and operability required.
  • Methodology for the evaluation of the operational levels of the port infrastructure, regardless of whether it is used or not:
    • Percentage of time it is operational.
    • Average number of operational stops.
    • Maximum duration of each operational stop.
  • Definition of the levels of security and functionality required of the port infrastructure based on the economic, environmental and social consequences associated with its structural or operational failure.
  • Definition of the functional forms of reliability and operability for each structural typology and operational situation.
  • Definition of optimization techniques.
  • Definition of the levels of inspection, auscultation and conservation necessary.
  • Description of construction methods and processes.
  • Establishment of technical and quality control specifications

Writting Process

The method adopted for the drafting of ROM documents consists of the appointment of a rapporteur, of recognized prestige, for the drafting of a basic paper and the constitution of a large technical commission of experts, appointed for that purpose for each ROM document, that they discuss from the base paper until the final approval of a text that balances the scientific rigor and the practical applications of the elaborated documents.

The ROM documents are born with the vocation of being renewed periodically, maintaining the coherence of the set and introducing the improvements and advances that the evolution of the state of the art and the Spanish practical experiences are producing. For this reason, it has been considered necessary to launch a parallel initiative, called the EROM Project, which will enable the dynamic discussion of ROM documents to be facilitated, which will facilitate the work of speakers and commissions for the drafting of updated versions of these documents.

That forum that constitutes the EROM Project is reflected in the edition of a periodical publication coordinated by an independent body in the process, open to the participation of any author that provides a text of sufficient quality, according to the evaluation system organized by the effect.
